Judge Todd M. Fellman

Hennepin County District Court

Judge Fellman is a District Court Judge in Minnesota’s Fourth Judicial District and is chambered at the Hennepin County Government Center in Minneapolis after having been appointed by Governor Mark Dayton on January 18, 2019.

Judge Fellman and his wife, a public school teacher, of twenty-five years live in western Hennepin County where they find immense enjoyment in raising their teenage daughter and attending to their dog and chickens.

Education and Experience

Judge Fellman was raised in Red Wing, Minnesota, and after graduating salutatorian from high school moved to the Twin Cities for secondary education and quickly acclimated to the diverse and dynamic metropolitan community.  He graduated from the College of St. Thomas magna cum laude in 1990 with a B.A. and graduated from the University of Minnesota Law School cum laude in 1993 with a J.D.

Judge Fellman’s passion and commitment for public service started in law school and he subsequently dedicated his twenty-seven year litigation career to public service advancing justice and protecting the public, including the communities’ most vulnerable, at the Hennepin County Attorney’s Office.  

During his time at the County Attorney’s Office he served as Assistant County Attorney in the Adult Felony Criminal Division and the Adult Gang Unit.  However, the vast majority of his service was in the Child Protection Division where he was zealously committed to protecting abused children.  Ultimately, Judge Fellman was promoted to Senior Assistant County Attorney where he directly supervised a trial team for his last five years.

Community and Professional Activities

During his service at the County Attorney’s Office, Judge Fellman provided extensive trainings for incoming attorneys, staff, social workers, and guardian ad litems. Also during this time he was an active member of the National District Attorney’s Association and the Minnesota County Attorney’s Association.

In his current role as a Judge, he serves as the Co-Chair of the Domestic Violence Steering Committee, is a member of the Minnesota District Judges Foundation, the Minnesota District Judges Association, and the Judicial Engagement Network, and is an adjunct professor at the Mitchell Hamline School of Law teaching a course on Child Abuse and the Law.

Additionally, Judge Fellman enjoys volunteering with National Night Out, at animal rescue shelters, and at his daughter’s public school.
